Yuma Regional Medical Center is a 406-bed facility located in sunny, southwestern Arizona. We have a main hospital campus, off-site cancer center, outpatient laboratory services, and numerous clinics as a part of our medical group, including a primary care facility in the Foothills - 41 locations in total.
The General Counsel will serve in the manner directed by the President and Chief Executive Officer to provide counsel in all types of legal matters relating to the operation of Yuma Regional Medical Center (YRMC) and its subsidiaries and affiliates. This includes, but is not limited, legal oversight of operational aspects of the Legal, Risk Management, Care Advocate and Compliance departments, and has direct responsibility for or significant involvement in health care regulatory matters, labor and employment issues, contracts, medical staff affairs, clinical research, fraud and abuse, patient care concerns, managed care contracting, quality and patient safety, healthcare privacy and security, billing and reimbursement and transactions. Prepares, reviews and recommends approval of all contracts, including but not limited to leases, licenses, physician employment agreements, service line management agreements, medical director agreements, Stark-compliant physician recruitment agreements, supplier contracts, information systems agreements, managed care contracts and other legal documents. Participates in the development of corporate policies, procedures and programs as necessary to insure full compliance with legal and regulatory standards and identify and mitigate risks to YRMC and its subsidiaries. Provides legal direction regarding transactional structuring, document preparation and negotiation/communication related to acquisitions, joint ventures, operating agreements, and divestitures. Provides counsel and representation as necessary on medical staff issues including but not limited to credentialing, disciplinary actions, bylaws and fair hearing issues. Provides operational guidance as it relates to hospital-based issues, for example, informed consent, end of life, power of attorney, privacy, patient safety issues. Provides general oversight of Risk Management, Insurance Lines, Contract Management, and Worker's Compensation issues. Provides general health law counseling regarding advance directives, HIPAA, regulatory matters, licensure matters, Medicare certification, reimbursement, law enforcement interactions. Advises on proposed and existing federal and state legislation impacting health care. Offers counsel on fraud and abuse matters. Prepares corporate resolutions and related actions. Advises and/or provides representation on legal strategies, negotiations and settlement of disputes. Selects, negotiates, monitors and evaluates external counsel along with associated costs; outsourced matters are limited to specialized areas such as medical malpractice, worker's compensation hearings, judicial commitments, collection actions, labor and employment law action, garnishment actions, benefit plan administration, document preparation or other areas as might be directed by the President and CEO.
